Discover Who We Are

Cambodian Institute of Child and Adolescent Health (CICAH) is a local non-governmental organization that aims to provide health-related information and services to underprivileged youth, children and mothers in Phnom Penh. The organization was established under the initiative of HE Oknha Dr. Menly J. Quach in 2004 to promote education amongst many disadvantaged children through scholarships. Since its establishment, Cambodian Institute of Child and Adolescent Health (CICAH) has been developed with clear goals and objectives in order to help improve the health of children in Cambodia. Many programs are designed with a purpose to collaborate and build strong alliance with other schools and local NGOs that are active in the health sector.

Its main goal is to advocate and provide services that help eradicate life-threatening diseases, such as promoting healthy lifestyle, and developing the spirit of valuing and optimizing youth for potential, health and wellbeing. Furthering promotion and encouragement of education and the rights to access resources make these disadvantaged youths develop their knowledge better, with a great progress leading to a healthy growth.

In order to ensure its activities are more successful, at the end of year 2012, CICAH planned and outlined a clearer objective and mission perspectives until the beginning of 2013, CICAH has since been re-branded to Mengly J. Quach Foundation. In 2013, Mengly J. Quach Foundation officially became a registered organization in the Ministry of Interior with registration number 971, dated June 6, 2013.

With the annual support from MJQE, the Foundation is able to carry out the following programs: Food Banking, Dr. Quach Mobile Medical Clinic, Blood Banking, Mobile Library, Public School Construction Project, Natural Disaster Relief Program, Oknha Dr. Mengly J. Quach Scholarship, Community and Health Service Project (under CICAH), The Mengly J. Quach Prize and Bikes for Education to improve community development, health and education. MJQE staff and students help initiate activities and events to enhance and support the foundation in order to help raise funds and other in-kind donations for the implementation of the eleven major projects. The CSR activities that we conduct are aligned with NGOs which are governed by the Ministry of Interior (MoI).

  • 1 pumping well and water stand constructed at Chronouk commune, Kampong Leng district, Kampong Chhnang province
  • All Histories and photo albums of MJQ Foundation from 2006-2018 were officially completed.
  • The Amendment of MJQ Foundation’s Bylaw and Committee Structure was acknowledged by MoI on March 13, 2020.
  • MJQ Foundation donated $10,000 to Office of the Council of Minister to help the victims of Building collapsed in Kep province.
  • MJQ Foundation donated 100,000,000 riels to Office of the Council of Minister to support the rescue of the vulnerable people affected by the flood on October 16, 2020.
  • MJQ Foundation donated $10,000 to Office of the Council of Minister to buy Covid-19 vaccine on December 10, 2020.
2019

  • Full Member of CCC approved
  • MJQF’s Bylaw and Committee Structure amended and submitted to MoI
  • MJQF’s Histories from 2006-2018 completedly done
  • 10 MJQF’s Policies developed
  • MJQ Foundation started to recieve the monthly donations from MJQE in March 2019.
  • 85 bicycles were donated to poor students in Phnom Penh.
  • 200rd MJQ Food Banking donated 15,000 k.g of rice, food packages and money to 300 beneficiaries at Khan Sen Sok, Phnom Penh.
  • MJQ Foundation donated 300 cases of noodle and 300 sweaters to frontline soldiers in Preah Vihear province.
  • MJQ Foundation donated $10,000 to Office of the Council of Minister to help the victims of Building collapsed in Sihanouk province.
  • Oknha Dr. Mengly J. Quach’s Charity Workshop Project was 1st launched on May 5, 2019.
2017

  • Children Bikes for Education was 1st launched on March 27, 2017, to danate 238 bicycles to poor students.
  • MJQ Foundation donated 1 LCD, 1 Laptop, 1 camera and 50 students’ chairs to Ariey Kasap primary school, Kandal province.
  • MJQ Foundation constructed a 4.5 m x 7 m classroom and donated 50 students’ chairs to community school in Ro’Ang commune, Kampong Siem district, Kampong Cham.
2016

  • A another public school building with 4 classrooms was built at Quach Mengly Tuol Beng Primary School, located in Krola commune, Kampong Siem district, Kampong Chhnang province.
  • MJQ Foundation donated 138 electonic hospital beds to hospitals in Phnom Penh and Battambang province.
2015

  • MJQ Foundation donated 11,598,800 riels and $526 to help Nepal People affected by earth squake on April 15, 2015.
  • MJQ Foundation donated 6,907,500 riels to Kantha Bopha Children Hospital.
2014

  • Run For Charity Project was 1st launched on August 16, 2014.
  • Mengly J. Quach Scholarship project was 1st launched on July 9, 2014.
2013

  • Cambodian Institute of Child and Adolescent Health’s name was changed to Mengly J. Quach Foundation Organization (MJQF) with registration No 971 ស.ជ.ណ of MoI.
  • MJQ Blood Banking Project was 1st launched on July 23, 2013.
  • MJQ Foundation constructed a 18-meter concrete bridge, 13 toilets and 3 wells in Prey Veng and Takeo province.
  • MJQ Foundation donated rice, fish sauce, soy sauce, noodle, medicine and money to 2,073 families affected by flood in Kandal, Kampong Cham, Prey Veng and Kampong Spue Provinces
2012

  • CICAH donated 7,500 k.g of rice to an Orphan Organization in Kampong Spue province.
  • CICAH launched its 1st Health Emergency Response Project in January 10, 2012.
2011

  • CICAH donated 10,000 k.g of rice to an Orphan Organization in Kampong Spue province.
  • CICAH donated rice, fish sauce, soy sauce, noodle, medicine and money to 2,988 families affected by flood in Kandal, Kampong Chhnang and Battambang Provinces.
  • CICAH donated 2 computers and 1 printer to Kampong Leng district hall, Kampong Chhnang province.
  • CICAH donated 12 mobile phones to village securities in Koh Khael district, Kandal province.
2010

  • CICAH donated 4,000 k.g of rice to 160 poor people in Chaim Sangkei commune, Kampong Spue province .
  • A road was constructed in Chaim Sangkei commune, Kampong Spue province.
  • CICAH donated bicycles, learning materials, computers, printers, cameras, generators and students’ chairs to Thmor Kangkeb Quach Pengsang Ngin Houy Primary School​ in Kampong Leng district, Kampong Chhnang province.
  • CICAH launched its 1st Tallent For A Cause project

  • CICAH launched Dr. Quach Mobile Medical Clinic project on April 14, 2009, to donate first aid and medicine to vulnerable people in Rattanak Kiri province
2008

  • A public school building with 4 classrooms was built at Thmor Kangkeb Quach Pengsang Ngin Houy Primary School, located in Chronouk commune, Kampong Leng district, Kampong Chhnang province
